All boys, regardless of age, earn the Bobcat badge before advancing to other ranks.

The purpose of the Bobcat rank is really twofold.  One purpose is to instill in the new Cub Scout the seven basic tenets of Cub Scouting:

Cub Scout Promise
Law of the Pack
Handshake
Salute
Sign
Motto
Meaning of the word Webelos.
The Cub Scout and parent must also complete the exercises in the parents guide, How to Protect Your Children From Child Abuse, a booklet that is furnished in the front of every Scouting book.   The second purpose is to quickly get the Cub Scout some recognition for the early work he must do to truly become a member of the Pack.

After receiving the Bobcat badge, the boy works on requirements based on his grade or age.
